I think the README file says that they only provide Stable, Testing and
Unstable and that the rest are at:
http://archive.debian.org/debian-archive/

So the file you want is at:
http://archive.debian.org/debian-archive/dists/potato/main/binary-i386/libs/libmime-base64-perl_2.11-2.deb
