Well, after trying many different things, I finally got it to work.  I
put the following line in my .vimrc:
  au FileType mail set tw=70 fo=tcrq2 nomodeline
I don't know why that solved the problem, and the line:
  set textwidth=77
in .vimrc didn't work.  But at least it is working.  Thanks for the
advice.
