Without more information, it's hard to tell.

Check permissions on your /tmp directory.  This should be:

    drwxrwxrwt    5 root     root         4096 Sep 14 09:57 /tmp

Try launching apps from a shell and looking at error output, or running
them with 'strace':

    $ strace konsole

I'd recommend CUPS.  It tends to be quite easy to configure through the
web-based interface.  Check your system error logs, post more
information, or check out IRC support at irc://irc.debian.org/#debian
