You don't mention what tool you're using for dial-up. I suspect some sort of GUI-based app. For now, you might just want to use "pon" to connect, and "poff" to disconnect, which are configured with "pppconfig", which will allow you to enter a manual setting.

I also can't setup login/logout even though I click the modify
button in the desktop app (and become root) changes don't take effect.I don't know why?
For now I have to halt or reboot from a terminal. Thanks for the help JY

Again, it sounds like you're using some sort of desktop "control panel"-thingy, but you don't mention what tool or "desktop environment". Unlike Windows, there's are multiple ways of doing things in Debian, so without more detail we can only make guesses. Are you using KDE? Gnome? icewm? wmaker? What? How are you getting to this "desktop app"? Are you logging in via kdm, xdm, something else? What kind of changes are you trying to make? Are you just trying to add the "Shutdown/Halt" options to a GUI login screen? More details, please.
