Yes, it is. It's a historical relic of very old terminals which only had
upper-case alphabetical characters. See, for instance:

If you find yourself logged in this way and don't want to log out and
back in with a lower-case username to fix it, type:
stty -lcase
(Of course, it'll appear as 'STTY -LCASE' while you're typing it.)
