help compiling ical

I'm trying to get the program called "ical" compiled, but I keep getting the
following error when I run "./configure";

Weird since I have tcl installed;

dpkg -l | grep tcl
ii  tcl8.2         8.2.3-10       The Tool Command Language (TCL) v8.2 - Run-T
ii  tcl8.3         8.3.5-3        Tcl (the Tool Command Language) v8.3 - run-t
ii tcl8.3-dev 8.3.5-3 Tcl (the Tool Command Language) v8.3 - devel
ii  tcl8.4         8.4.3-3        Tcl (the Tool Command Language) v8.4 - run-t
ii tcl8.4-dev 8.4.3-3 Tcl (the Tool Command Language) v8.4 - devel

Any ideas, help and/or tips would be greatly appreciated.
