Debian does not have "GPL rules". We have our own guidelines for what
constitutes free software, namely
http://www.debian.org/social_contract#guidelines; the GPL is far from
the only acceptable licence.

Of course, the kernel is licensed under the GPL, so other code linked
into it needs to be under a compatible licence, namely one which doesn't
impose any additional restrictions.
