Enter "Linux init 2" at the lilo bootprompt to enter runlevel 2 (where
Linux should be the actual name of the boot menu entry you want to load). 

If you want to have different boot menu entries for different runlevels, I
think you could do so by making different entries in your lilo.conf and
adding a line for each entry containing append="init n" where n is the
runlevel you want to enter.
