Well, that's part of the problem. His computer can't really use that much bandwidth. I've had him, as a test, start 8 concurrent downloads, bringing his total thoroughput to about 100kbytes/sec. Our DSL is capped at 100kbytes/sec. Even with him taking that much bandwidth, I can still use the connection without much trouble. Sites load a bit slowly, but not that bad. The problem is when, out of nowhere, the network gets saturated and I have 2 - 3 minute load times on pages.
