Overriding GTK+1.x fonts

What's the proper way of overriding the settings in /etc/gtk/gtkrc.<locale>?

I've recently switched to an UTF-8 locale and the font settings in
/etc/gtk/gtkrc.utf-8 are taking precedence to my $HOME/.gtkrc. Besides,
I'd like to use Bitstream Vera instead of Arial and Helvetica (which are
the fonts specified in said file) to match the GTK/GNOME 2.x apps.
