I don't think that's it. The problem is more likely to be that sshd
writes /var/run/sshd.pid itself (so I'm not sure why it's in the init
script as well ... hmm). Try setting 'PidFile /var/run/sshd-1.pid' in
/etc/ssh/sshd_config-1.
