You can't.  DVDs are over 4GB, CD's are about 700 MB.  CD's don't
magically change formats.

You can, however, create a VCD or SVCD (VideoCD, or Super VideoCD).
There are howtos available for this, the one that works for me is in
the avidemux documentation.

Most DVD players on the market just happen to be able to play VCDs and
SVCDs.  This is probably what you meant.
