Libraries path?

GNOMAD 1.1.6 requires libnjb.so.0, which by default is installed in 
/usr/local/lib. It can't find it there, however, forcing me to link to 
it from /usr/lib. Is there an easy way to add /usr/local/lib to some 
sort of libraries path or something so programs can find it there?
