To configure which modules are loaded at boot, you should use modconf.

There is no general rc.local provided with a default install.  If you
want to start a local daemon at boot, I'd recommend creating an
initscript just for it, rather than throwing it in an rc.local-like
script.  That way, you can invoke it directly, stop and restart it, etc.
