I'm using 4.13b-20 and it's not. :-)

I have, several times.

Do you happen to have an 'lp' program on your system? If so, which package
is it from? I only have an 'lpr', that must be why it a2ps is complaining
(since it is trying to use 'lp' and not 'lpr').
