It seems that CONFIG_CDROM_PKTCDVD does not requires ide-scsi (I never tested this driver):

Packet writing on CD/DVD media (CONFIG_CDROM_PKTCDVD)
Your cdwriter needs to support packet writing (see help).
Available in 2.4.20.
