Getting CTRL-ALT-DEL to work

Hi,

Running Debian sarge/sid.

  $ grep ^ca /etc/inittab
  ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now
  $ cat /etc/shutdown.allow
  root
  me

Even with these config setting, why won't the 3 finger salute
work from the console or within X?
