weird limit problem



when i run `localedef` to generate custom locales on one of my
machines (the one with the segfault problems), it reports the
following:

  default character map file `ANSI_X3.4-1968' not found: Illegal
  seek

at the same time, grsecurity logs:

  grsec: attempt to overstep process limit by (localedef:11740)
  UID(0) EUID(0), parent (localedef:4255) UID(0) EUID(0)

what is going on here? i can open the ANDI_X3.4-1968 file by hand
without problems or errors.
