You can either create a new init script in /etc/init.d/ by copying
/etc/init.d/skeleton and updating it, then using update-rc.d to install
it into the boot sequence.  Or just use /etc/init.d/bootmisc.sh

You can probably put things like this in /etc/network/interfaces, so
that the changes happen automagically when an interface is brought up.
