apt-get install kde-i18n-<your_language_abbrev>
For german, you want to install kde-i18n-de, for french -fr etc.
If you want not only to speak "foreign" languages with kde, install also
util-linux-locales. Go ahead and do
dpkg-reconfigure locales
The user can then set his own preference by setting
LC_ALL = de
in his ~/.bashrc.
