I use XFce on a few different systems and this only happened on a
laptop system.  I fixed it using the method you describe above.  I
figured it was an anomoly since it didn't happen on 2 other systems.

I suppose it wouldn't hurt to file a bug report.  I don't know how it
figures the initial geometry at install, but that might be a good
place to look first.
