Perhaps the mirror has the Packages.gz file, but is missing the *.deb
files ...  Recently I've seen more than one blackdown mirror report no
such file when trying to download the .deb.

Look on the blackdown.org site -- they have a whole list of them.
Here's the list in my sources.list :
