I assume you use a standard debian kernel. These have apm (Advanced Power 
Management) compiled as modules. You have to load this module inorder to shut 
down the computer via software. As root, do 
echo "apm" >> /etc/modules
and after the next reboot the apm module will be loaded by default. The 
computer will (most likely) shut down the next time you type init 0.
