You could design the website entirely as preformatted text with ASCII
art "graphics".  Then you'll only need a couple of tags:

    <title>ASCII DOOD!</title>
  </head>
  <body>
    <pre>
<!-- ============== CONTENT GOES BETWEEN THESE pre TAGS =============== -->
    
    
<!-- ========================== -= END =- ============================= -->
    </pre>
  </body>
</html>

Heavily graphics intensive websites are often the ones with the least
valuable content.
