"Non-GPL compatible" _means_ "imposes additional restricitions".

Because the MPL imposes additional restricitions.


"You may treat this work as if it were in the public domain.  I waive all
rights."  is a non-GPL license.  So is the LGPL.  Works released under
either may be linked with works released under the GPL.  This is because
such combinations can be released under the GPL without violating either
license.
