Mark,

When the two magic words "connection refused" appear, I can only assume
that:

1. Webmin is running but not into port 10000
2. Some firewall rule is droping your requests
3. Webmin is not running.

Review your webmin configuration, by editing /etc/webmin/miniserv.conf

Try changing webmin port, and restart the service

Check your hosts config file and you host access control
(hosts.allow,hosts.deny)

Try to access webmin via IP and not by name... like
https://192.168.22.137:10000
