apt-get: where does the extra "1%3a" come from?

Hi:

I am trying to put some .deb packages from the cache into the 
web. Somehow some extra characters are added. For example,

 gawk_3.1.0-3_i386.deb  BECOMES  gawk_1%3a3.1.0-3_i386.deb

May I know what did I wrong? 
Is there anyway to eliminate the extra "1%3a" characters?
Or, is there anyway to tell apache(?) to recognize those
extra chars?
