adduser wants root passwd though I am root

[stavel@brailcom.org]

I am root and want create new user ...

$> whoami
$> root
$> adduser test
$> Password:

Once I have inserted root password it passed through it and added new user.

Is it normal?

Is it behaviour for increasing security or the PC is hacked?

How do I turn off this behaviour?
