Untested, but try editing/creating ~/.gtkrc-2.0 to say

include "<path/to/theme/gtk-2.0/gtkrc>"

(making the obvious substitution).  That is what Gnome1 did for the
.gtkrc file, so something like that might work for Gnome2.
