I'm certain it can be done, but I don't know how easily.  Thus far I
have used xfig to position the address on the envelope.  (I print on
"letter" paper, but just put an envelope in the printer instead)  With
fig files or the generated PS, you can update the address with a text
editor.  I'll have to check out the envlab package, though.

However, the real reason I am posting is to suggest that you can use
the public printer anyways.  Use your unix tools at home to generate a
PDF document for the envelope.  Then take the pdf to the windoze
machine and send it to the printer.  Do note that the ink from many
inkjet printers will wash off in water.  I recommend using a laser
printer for envelopes, in case the weather happens to be bad during
transit.
