apt-get requests glibc-2.2.5-x; won't install it





When I try to install locales using apt-get I get:
  
  # apt-get install locales
  Reading Package Lists... Done
  Building Dependency Tree... Done
  Some packages could not be installed. This may mean that you have
  requested an impossible situation or if you are using the unstable
  distribution that some required packages have not yet been created
  or been moved out of Incoming.
  
  Since you only requested a single operation it is extremely likely that
  the package is simply not installable and a bug report against
  that package should be filed.
  The following information may help to resolve the situation:
  
  Sorry, but the following packages have unmet dependencies:
    locales: Depends: glibc-2.2.5-14.3

...but if I try to install glibc-2.2.5, I get:

  #  apt-get install glibc-2.2.5
  Reading Package Lists... Done
  Building Dependency Tree... Done
  Note, selecting libc6 instead of glibc-2.2.5-6
  Note, selecting libc6 instead of glibc-2.2.5-9
  Note, selecting libc6 instead of glibc-2.2.5-11.2
  Note, selecting libc6 instead of glibc-2.2.5-14.3
  0 packages upgraded, 0 newly installed, 0 to remove and 333  not upgraded.

Therefore, apt-get is inconsistent when it comes to using libc6 as a
substitute for glibc-2.2.5-x.

(I am using the 2.4.18-686 kernel.  The distribution is Woody.)

How can I get around this?
