How about free web by Yahoo or Geocities.  It is slow, ...  I think all
you need is HTTP connection.  Upload files iwith ftp and you are all set.

Or apply for sourceforge.net which requires more than Geocities but much
easier than getting an real Debian account.  I think this is the real
option.

If you do not have web page like what you are planing, chances for
normal people to be DD is close to zero.  (Well, even if you have one,
having a minor pacvkage is unlikely to get you DD account within 6 months
even if you are lucky).
