Hmmm . . . don't know any docs off the top of my head, I'm sure google
can help there.  What I have heard suggested for intermittent internet
connections (like dial-ups) is to put your iptables script in
/etc/network/if-pre-up.d/ and to use $iface rather than $ipaddress
notation in your script - that is, rely on the presence of ppp0 instead
of 1.2.3.4.
