There are two ways of holding back packages, with dpkg, or with dselect.
With dpkg, you just have to export the list of package selections, with:
dpkg --get-selections \* > selections.txt
The key point appears to be the need to use \* otherwise one does not see
the package status of purge. I guess dpkg --get-selections only lists packages
that are installed. This is not explicitly noted it would seem. The solution
