Perhaps he had previously installed it and then removed those
configuration files. In that case dpkg (deliberately) doesn't reinstall
them unless you tell it to.
Try 'dpkg -i --force-confmiss tinyproxy.deb' (replacing 'tinyproxy.deb'
with whatever the file name is).
