X resources ignored at login

My system is up to date Woody on Pentium III, running Gnome with Enlightenment from a GDM login.

I have set up some X resources for rxvt in ~/.Xdefaults and tested them successfully by running
xrdb ~/.Xdefaults

However when I log in afresh to X these resources are ignored.

I have XENVIRONMENT set to the above file, using these lines in ~/.profile
set -a
XENVIRONMENT=$HOME/.Xdefaults

I have also tried
(a) setting XENVIRONMENT in /etc/environment
(b) changing ~/.Xdefaults to ~/.Xdefaults-hostname and removing the XENVIRONMENT setting
all to no avail.

What am I doing wrong?
