emacs upgrade broken



I just attempted an upgrade on unstable, and everything went smoothly
except for emacs. I removed the packages that depended on emacs
directly, and still get this error:

# apt-get install emacs21

I get similar errors if I try to remove the current version, and if I
attempt to purge it, apt wants to switch back to emacs 20. Is this an
error in the install script that should be reported to the bug
tracker, or am I overlooking something obvious?
