Umm ... I think you're confused. I think you mean when you 'apt-get
install package', apt downloads it. The answer to your question is yes,
apt caches the downloaded files in /var/cache/apt/archives. They remain
there until you issue "apt-get clean" or tell dselect to remove old
downloaded debs when it asks you.

dpkg -i is used to install a .deb file sitting in your filesystem, not
to get one from a remote site.
