Yes to your last question. Just get a rescue disk/CD, boot from it,
make sure your device is unmounted, and run:
% tune2fs -j /path/to/device
I actually use the SuerRescue CD set:

2.1.0 is based on RH 7.2
But perhaps you'd like to look into a debian based CD distribution:
http://rescuecd.sourceforge.net/
