I think the crucial point that you're missing is that the image is not a
file that will be copied into a filesystem on the floppy disk. It's raw
data. You can think of it as though it contains all of the formatting
information, whereas when you format a DOS diskette, DOS tells you how
much space is left for the user (you) to put inside its filesystem. This
disk image is rather something that gets written all the way across the
disk, not formatted inside a filesystem on it.
