http://www.debian.org/devel/ has many information links as a new
ddeveloper.
http://www.debian.org/doc/maint-guide/ has good intro for packaging but
too thorough as first reading.

may give you a starting points. This is me :) I am learning now.
Chack and install deb-make package as a starter.
