You don't need the -headers package. This is only used if you want to
build additional kernel modules (or programs which use kernel's include
files) against the same source configuration as one of the precompiled
kernel images. In this case, kernel-headers-2.4.17-k7 belongs to
kernel-image-2.4.17-k7.
