No, it works as a module for me.

This solved the same problem for me.
The parameter depends on your kernel:
For 2.2, add this to lilo.conf:
append="apm=on"
For 2.4, add this to /etc/modules:
apm power_off=1
assuming that your 2.4 kernel has APM as a module (kernel-image-2.4.18-k7 has).
Can't remember where I read this (probably on this list).
Also, you may need to enable "Power Management by APM" or similar in the BIOS.
