/bin/sh: line 1: root: command not found
is the problem.  The command it's trying to run is not 
"test -e /usr/sbin/anacron || run-parts --report /etc/cron.daily" 
as root, which would presumably be okay and work fine, but 
"root test -e /usr/sbin/anacron || run-parts --report /etc/cron.daily"
which is wrong.
