Why don't you use something like sftp ? You can run it at any port, and
with a windows program like SecureFX
<http://www.vandyke.com/products/securefx/>, you can use it just like an
FTP server but with the added advantage of encryption of the pass
phrases.

Also, can't you mail the ISP of your parents, and ask what the IP-range
of their subscribers is ? You could limit the sftp server to accept only
connections from that range then. If you look around a bit, you'll see
that there are patches for OpenSSH to chroot an sftp session to a
particular directory, say, the directory your parents put their files
in.
