Which package provides OpenSSL headers?



I'm building apache2 with mod_ssl support, but during the 'configure'
process, it reports:

So I installed the version available in unstable/testing and thought
that would solve the problem.  But I'm still getting that error.  

Here's what a 'dpkg -s openssl' says:

So if the openssl package doesn't provide the header files, what package
does?
