edit your /etc/environment (see mine as example):

LANG=de_DE@euro
LC_ALL=de_DE@euro
LANG=de_DE.ISO-8859-15
LANGUAGE=de-DES@euro
LC_TYPE=de_DE@euro
Install the package:
kde-i18n-de or kde-i18n-fr
Now set in kde-control-center in personalization your country and your
language (be sure to use a code with euro.
For kedit or kword you have to set the language separately.
