This is kind of a me-too message.

When I encountered this I apt-getted like a mad man, but nothing worked.
I am not sure why I tried it, but when I ran make menuconfig from a
virtual terminal (aka text console), the problem went away.

I won't draw conclusions from this, but maybe you can give it a try.
It would be nice to have a confirmation that the problem indeed lies
with $TERM.
