It is the ascii number for the symbol in hexidecimal.  Since I use python here 
is a quick demo with it:

$ python
>>> ord(' ')
32
>>> hex(32)
'0x20'
>>> ord('&')
38
>>> hex(38)
'0x26'

So %26 should give you a '&' character.
