bind[9] not installing all files

Hi,

For some reason, when I install bind or bind9, many files that should
be in /etc/bind are not placed there (only "named.conf" and
"rndc.conf" are placed there), although "dpkg --listfiles bind9" says
that many other files should be there (such as "db.root").

Does anyone know why this might be?
